How does training funding work in the Netherlands?

In the Netherlands, training support isn’t usually based on one single national voucher. Instead, funding can come through different routes — including reintegration support (via UWV or your municipality), employer-led training budgets and subsidies, and individual financing options.

Can it cover full tuition?

Depending on the route and your situation, funding can cover part or (in some cases) all of your tuition. Coverage and eligibility vary by programme, region, and personal circumstances — so it’s best to confirm early with the organization you’re applying through.

Who may be eligible?

Funding options depend on your circumstances. Common pathways include:

  • Jobseekers & benefit recipients (UWV or municipality)

    If you’re receiving benefits (for example WW, Ziektewet, or disability-related benefits) or you’re on social assistance (bijstand), training can sometimes be approved as part of a reintegration plan. Speak with your UWV advisor or your gemeente to explore what may be possible in your situation.

  • Employees, employers & entrepreneurs

    • Employer training budgets & sector funds (O&O)

      Many employers have learning & development budgets, and some sectors have training funds (O&O-fondsen) that can contribute to upskilling.

    • SLIM subsidy (SMEs)

      Small and medium-sized enterprises (SMEs) may be able to apply for the Dutch SLIM subsidy to invest in learning and development within the company.

    • SLIM scholingssubsidie (shortage sectors, including ICT)

      In specific labour market shortage sectors (including ICT), employers may be able to apply for SLIM scholingssubsidie to support job-oriented training.

    • Levenlanglerenkrediet (DUO)

      Individuals may be able to use the Dutch lifelong learning credit (a loan) for eligible programmes. Check DUO requirements to see if your situation and chosen programme qualify.
