Dismissed at 55 or over in Finland? Start with the cash that is already yours

Extended change security (laajennettu muutosturva) has two halves, and they are not equally certain. Muutosturvaraha is a cash payment equal to one month's gross salary, paid to you with no strings attached: once it is in your account, nobody has to approve where it goes, so it can pay for a course. Muutosturvakoulutus, retraining worth up to two months' pay, is worth pursuing as well, but your employment area buys it and decides, so treat that half as something you propose. Both halves hang on one 60 day deadline.


Two halves, and only one of them is certain

Finland's extended change security for employees dismissed at 55 or over is really two schemes wearing one name, and the honest way to plan around it is to keep them apart. The first is muutosturvaraha, a cash payment equal to one month's gross salary. It is financed by the Employment Fund (Työllisyysrahasto) out of employers' change security contributions, and it is paid to you by your own unemployment fund, or by Kela if you do not belong to one. There is no provider for anybody to approve, no course to justify and no procurement to survive, because once the money reaches your account it is simply yours. That is why this page leads with it: if you want to spend it on retraining, you can, and that decision belongs to you alone. The second half is muutosturvakoulutus, training worth up to two months' pay, chosen according to your own wishes and agreed in your employment plan. In euro terms it is the bigger prize, but it works in a completely different way. You state a wish; your municipal employment authority, one of the roughly 45 employment areas that took over employment services on 1 January 2025, assesses whether the training genuinely improves your prospects, makes the decision and signs the contract with the provider. Public procurement rules govern that purchase, and the national KEHA guideline deals expressly with the case where a dismissed person does not accept the provider selected through competitive tendering. Your wish is therefore a serious input into a decision, never an instruction, and approval is never automatic for any provider, Finnish or foreign. Three rules then decide which courses are realistic in practice. The ceiling of two months' pay is absolute and includes VAT and materials, and Finnish VAT is 25.5%, which is counted inside the cap even where an invoice from outside Finland is handled by reverse charge. A ceiling of EUR 8,000 therefore buys roughly EUR 6,400 of net course fee rather than EUR 8,000. If the price is above the ceiling the training simply cannot be procured, and nobody is permitted to make up the difference, not you and not your former employer. The training may also last a maximum of six months. Those three rules together mean the size of the course you name matters more than almost anything else you do. One deadline sits above all of it. You have to register as a jobseeker within 60 days of receiving your notice, and that clock starts with the notice, not with your last working day. Miss it and both halves go with it. What if my employment area will not buy the course I asked for?

Then you have lost the training half and kept the cash half, which is why this page is built in that order. The employment authority makes the decision and signs the contract, public procurement rules apply to the purchase, and the national guideline openly contemplates a provider being chosen through competitive tendering, so a named wish is an input rather than an instruction. If the answer is no, ask for the reason, because the three common ones have different remedies. If it is the price against your ceiling, ask what would fit: a shorter course can clear a cap that a full bootcamp cannot. If it is the six month limit, the same answer applies. If it is the mechanics of buying from a provider the area has not used before, ask whether a direct purchase is possible at your price level and how far ahead they need to know. Meanwhile the muutosturvaraha is unaffected, your former employer may have its own statutory duty to fund training, and interest free instalments paid directly to us cover the rest.

Does a foreign online provider count? Code Labs Academy is a German company.

It can be proposed, and that is the most that anyone can honestly tell you. The national guideline allows change security training to be bought from schools, universities and private competence development providers, and it imposes no Finnish accreditation requirement, which is the gate that closes other Finnish channels. It also states that the training is not bound geographically, though the example it uses is the home municipality of the person or the employer rather than the country, so it is room to ask rather than a promise about foreign providers. Online delivery itself is unremarkable here: Finnish providers sell this training as time and place independent online study. Do not assume the same answer applies to other schemes, because it does not: self motivated study on unemployment benefit (omaehtoinen opiskelu työttömyysetuudella) is restricted by the national guideline to education providers subject to Finnish legislation, and that route is closed to us. Can I pay the difference myself if the course costs more than the cap?

No, and this is the rule that surprises people most. The ceiling of two months' pay is absolute: if the price is above it, the training cannot be procured at all, and neither you nor your former employer is permitted to pay the difference. There is no part funding and no split invoice on this scheme. So the practical move is to bring something that fits under the ceiling rather than something you hope will be stretched. The catalogue changes weekly, so check what is currently on offer and ask us for a written quote with the total including VAT before you take a figure into the employment plan meeting.

How much is two months' pay actually worth once VAT is counted?

Less than the headline, and it is worth doing the arithmetic before you fall in love with a course. The cap covers the whole price of the training including VAT and materials, so VAT is not added on top of your ceiling, it is taken out of it. Finnish VAT is 25.5%, and it counts inside the cap in the same way where an invoice comes from outside Finland and is handled by reverse charge. A ceiling of EUR 8,000 therefore corresponds to roughly EUR 6,400 of net course fee, and anything you need in the way of materials comes out of the same pot. Ask your employment area to confirm your own figure in writing, since it is calculated from your own pay, and ask us for a quote showing the total in the same terms so the two numbers can be compared directly rather than approximately.

I was dismissed at 55 or over but did not register as a jobseeker within 60 days. Is it over?

Ask your employment area rather than concluding it yourself, this week. Registering within 60 days of the notice is a condition of the extended change security package, so it is a real gate and not a formality, but the assessment of your dates belongs to the authority and there is nothing to lose by asking. Register now in any case, because it is the precondition for everything else the employment service can do with you. Then look at what does not depend on that deadline. Your former employer's statutory duty under työsopimuslaki 7:13 has its own timetable and no 60 day rule, and if it regularly employs at least 30 people and you had five or more years of service, it owes you employment promoting training worth at least one month's salary. Unemployment benefit and the rules on studying while claiming are decided separately again, by your unemployment fund or Kela.

Can I use the employer's statutory training and the change security package at the same time, and what happens to my unemployment benefit?

They are separate pots with separate decision makers, and they can run alongside each other. The employer duty under työsopimuslaki 7:13 is your former employer's own obligation, the content is agreed between the two of you, and an employer that wants to may fund more than the statutory minimum, which is the opposite of the change security cap. The muutosturvaraha comes from your unemployment fund or Kela and the muutosturvakoulutus is procured by your employment area. On unemployment benefit we would rather point you at the right desk than guess: the rules on studying while claiming were amended during 2026 and they turn on the study load and the duration rather than on who pays the fee, so ask your employment area about the course before it starts and your unemployment fund or Kela about the benefit and about how the muutosturvaraha payment is treated.
