What funding options exist in Finland?

Finland doesn’t use the German Bildungsgutschein system. Instead, jobseekers and employers can explore funding and support through the Finnish employment services (TE Services / local employment area) and, in some cases, study while receiving unemployment benefits.

Can it cover full tuition?

Depending on the pathway, training costs may be covered partially or fully (for example, publicly funded labour market training or employer co-funded training). In other cases, the support may help you manage your finances during studies rather than cover tuition.

Common situations where learners explore funding and support include:

  • Registered jobseekers

    If you are unemployed or at risk of unemployment, start by registering as a jobseeker and discussing training options in your employment plan with your local employment services.

  • People in these situations:

    • Unemployed or at risk of unemployment

      You may be able to apply for publicly supported training options (such as labour market training) or agree on studies that support your job search.

    • Employed with an employer sponsor

      Some employers can upskill current staff or train new hires through employer co-funded training programmes organised together with the employment authority.
