Retraining when you can no longer do your old job
If you have been declared unfit for your last workstation on health grounds and placed in external redeployment, Luxembourg has a route most people in your position never hear about: the employment fund can bear the full cost of training that leads to work your health allows. You propose the training. Nothing here is automatic, and the honest first step is a conversation with your ADEM adviser.
You name the training, and the decision is made on your file rather than on a catalogue
External redeployment exists because a job can become impossible for someone who is still able to work. Once the Commission mixte has placed you in reclassement externe, the framework set by the law of 24 July 2020 lets you follow vocational training whose costs are borne entirely by the Fonds pour l'emploi, so that you can build skills for work your remaining capacities allow. The part worth knowing is who chooses: you do. There is no published list of approved schools to pick from. You submit a motivated request naming the training institute, the programme, the total cost and the duration, ADEM and the occupational-health doctor give their opinions, and the Minister of Labour decides. That means nobody can promise you an answer in advance, ourselves included. What we can tell you is that the door is open to a course like this one, that online study often suits health constraints better than a classroom, and that the file you build is what decides it.
You need a decision of external redeployment from the Commission mixte. That is the formal step that follows being declared unfit for your last workstation on health grounds, where no invalidity pension applies. Without that decision this route is not open, and the rest of this page is not yet your situation.
You have to be registered with ADEM and stay registered. Redeployment runs through ADEM, and continued registration is a condition throughout, not only at the start.
The training has to point at work your health allows. That is the whole purpose of the scheme, so the professional project in your file matters more than the course brochure: what work you are aiming at, and why your remaining capacities fit it.
Workers with recognised disability status may also be in scope, depending on how the file is configured. Your ADEM adviser is the person who can tell you which framework applies to you, and it is worth asking rather than assuming.
Frequently asked questions
Will the employment fund pay for a Code Labs Academy course?
It can, and nobody can tell you in advance that it will. The scheme has no approved-provider list, so there is no rule excluding a foreign online school, and you are the one who names the institute in your request. What we have no record of is a decision that has funded a provider like us before, so treat this as a route worth building a careful file for rather than a settled answer. Your ADEM adviser is the only person who can read your file and tell you how it is likely to land.
Does an online course count, or does it have to be in Luxembourg?
Nothing in the framework requires the training to be delivered in Luxembourg, and online study is often the better fit when your health is the reason you are retraining in the first place: no commute, a schedule you can arrange around appointments, and recordings when a day is difficult. The occupational-health doctor's opinion is part of the decision, which is one reason it helps if the format visibly suits your constraints rather than working against them.
What actually goes into the motivated request?
Your professional project, the identity of the training institute, the detailed programme, the total cost and the duration. In practice the project is the part that decides it: which work you are aiming at, why it fits what you can still do, and what the training gives you that you do not have yet. We supply the programme, hours, dates and price as one document so that the only part you have to write is the part only you can write.
What happens to my income while I am training?
That is handled by the redeployment rules rather than by the training decision, as the indemnité professionnelle d'attente or unemployment benefit depending on your situation. Keep the two questions apart when you plan, because the training file and the income file move at different speeds and are decided by different people. Ask your adviser to confirm which applies to you and for how long, since that timeline is usually what decides which cohort you can realistically join, and it is the question people most often leave until it is too late to act on.
How long does a decision take?
It varies by file, because ADEM and the occupational-health doctor give their opinions before the Minister of Labour decides, and we would rather say that plainly than invent a number. Ask your adviser what they are seeing at the moment and plan your start date behind that answer. If timing becomes the obstacle, we run several cohorts a year and can talk about a later one, so a slow decision does not have to cost you the course.
