Retrain in Sweden on 80% of your salary
Omställningsstudiestöd is probably the most generous mid-career retraining benefit in Europe: 80% of your previous salary for up to 44 weeks of study. This page gives you the 2026 conditions and amounts, who issues your yttrande and the two application rounds. One thing we say up front: the support does not cover studies abroad, so it cannot pay for a course with us. Further down is what does.
Sweden's best retraining benefit, and what it will actually pay for
Start with the true part: omställningsstudiestöd is one of the best mid-career retraining benefits anywhere in Europe. It pays a grant worth 80% of your previous salary while you study, for up to 44 weeks full-time, with an optional loan on top. Most of the other markets we teach in have nothing remotely like it. If you meet the conditions and you find an education that qualifies, you should use it, and this page is written to help you do exactly that. Then the part you need before you spend three months on an application. The money follows the education, not the person. Two categories qualify: education in Sweden that carries the right to studiemedel, which means högskola and university, yrkeshögskola, komvux and folkhögskola, or education that an omställningsorganisation finances. CSN states it outright: "Studier utomlands ger inte rätt till omställningsstudiestöd." Studies abroad do not give the right to omställningsstudiestöd. Code Labs Academy is a German provider teaching remotely, we sit outside the Swedish student finance system, and so a course with us cannot be funded this way. Our AZAV certification is a German quality certification with no standing at CSN whatsoever. That is a clean no, and we put it at the top rather than at the bottom. And then the distinction that gets conflated more than anything else in Swedish study finance. Sweden gives you two separate rights and readers merge them into one. Tjänstledighet för studier protects your job: it covers any planmässig, structured education with no condition at all on the provider, the country or the delivery format, so it covers a course with us, and it pays nothing. Omställningsstudiestöd pays money, a lot of money, but only for Swedish studiemedel-eligible education or education bought by an omställningsorganisation. So the leave can cover our course. The money cannot. Understand that early and you can plan properly instead of discovering it in March.
You need to be between 27 and 63, with two thresholds inside that range. The loan is available up to age 60, and from 62 you can draw at most 10 weeks of grant. That second threshold was raised from 61 to 62 on 1 January 2026, so older articles and forum threads still quote the wrong number.
The establishment condition: at least 8 of the last 14 years in work. It is counted in months in which you worked roughly 16 hours a week or more. Part-time work counts, but the years have to be there.
The currency condition: 12 of the last 24 months in work. This is the one that most often stops people who have been away from the labour market for a while, and there is no discretionary exemption to apply for.
The education must strengthen your future position in the labour market. That is a condition in its own right, not a formality, and it is the point on which the yttrande from your omställningsorganisation carries the most weight. The reasoning you give them is worth real time.
You need a yttrande, and you need to know who issues yours. If your employer has a kollektivavtal it comes from your omställningsorganisation: TRR, TSL, Omställningsfonden, Trygghetsstiftelsen and TRS are the largest. If there is no collective agreement, Kammarkollegiet issues it instead. Your HR department or your union can tell you which applies to you in about a minute.
Both employed people and people between jobs can apply, and you do not have to resign in order to apply. Every figure on this page is a 2026 level and the amounts are recalculated annually, so check the current numbers with CSN before you budget around them.

Can I use omställningsstudiestöd for a Code Labs Academy course?
No, and the reason is simple and final. Omställningsstudiestöd can only be used for education in Sweden that carries the right to studiemedel, meaning högskola, yrkeshögskola, komvux and folkhögskola, or for education financed by an omställningsorganisation. CSN says it in one sentence: "Studier utomlands ger inte rätt till omställningsstudiestöd." Code Labs Academy is a German provider and sits outside the Swedish student finance system, and our AZAV certification is a German quality certification with no standing at CSN. We say this plainly rather than softening it, because an application takes months to prepare and the refusal only arrives afterwards. If you meet the conditions the support is absolutely worth using, at a Swedish institution. If you want to study with us, the routes that actually work are employer funding, study leave combined with your own financing, or a shorter course.
Does distance learning count, and does a foreign provider count?
Distance learning in itself is not the obstacle. If you study remotely at a Swedish institution that carries the right to studiemedel, the education qualifies exactly as an on-campus programme would. What closes the door is where the provider sits, not how the teaching is delivered: studies abroad do not give the right to omställningsstudiestöd. Regular studiemedel is a separate benefit and can in some cases be used within the EU and EEA, but there the education has to be approved by UHR or CSN, which requires state recognition in the provider's own country and a Swedish equivalent that carries studiemedel rights. Our bootcamps do not hold that approval. And do not confuse AZAV with Swedish approval: the certification has legal effect in the German system and none at all in the Swedish one.
What happens if I am refused?
Ask for the reason in writing first, because refusals fall into distinct types with different answers. If you failed the establishment or currency condition, the decision is arithmetic on your worked months, so it is worth checking that CSN captured every employment you have had. If the finding is that the education does not strengthen your labour-market position, the weight sits in the yttrande, which makes the conversation with your adviser at the omställningsorganisation more important than the form itself. If the refusal is that the education is not an eligible form of education, there is nothing to argue, and you change either the education or the funding route. CSN decides each application individually and approval is never automatic. The decision letter sets out how it can be reviewed or appealed, and you follow that route as described there. A refusal is not the end of the retraining either: employer funding, study leave with your own financing, and a shorter course alongside your job are all still open.
Do I need a collective agreement at work to apply?
No. This is one of the most common misunderstandings about the scheme. If your employer has a kollektivavtal, your yttrande comes from your omställningsorganisation, for example TRR, TSL, Omställningsfonden, Trygghetsstiftelsen or TRS. If there is no collective agreement, Kammarkollegiet issues the yttrande instead and you apply on the same terms otherwise. The yttrande is mandatory in both cases, so whichever route applies to you, start that part early. If you do not know which organisation covers you, ask HR or your union: it is usually settled the same day.
Can I keep my job and study part-time?
Yes, and for many people that is the most realistic version of the plan. Study intensity can go down to 20%, which stretches your weeks across more calendar time instead of burning through them in a year. Exactly how your intensity, your weeks and your amount are calculated is for CSN to determine in your individual case, so take that arithmetic to them rather than to a table on a website. What is the difference between omställningsstudiestöd, study leave and ordinary studiemedel?
Three different things that get described as one. Omställningsstudiestöd is money: 80% of your previous salary up to the cap, with an optional loan on top, but only for Swedish studiemedel-eligible education or education bought by an omställningsorganisation. Tjänstledighet för studier is not money at all, it is employment protection: the right to be away from work and return with your terms intact, and it covers any structured education with no condition on the provider or the country, including a course with us. Ordinary studiemedel is a grant and loan at a lower level, and requires the education to be approved by UHR or CSN. The practical conclusion if you want to study with us is short: you can get the leave, you cannot get the CSN money, and you cover the fee through your employer or through interest-free instalments paid directly to us.
