Funding a bootcamp from Latvia
Latvia has one mechanism that reaches a course taught from outside the country, and it is the tax return rather than any training scheme. Alongside it the Labour Law gives working students a right to study leave. Neither is large on its own, and together they are the honest Latvian answer.
Why the tax return and not a training scheme
Latvia's training schemes run through registers: the State Employment Agency's voucher method and the EU-funded adult learning programme both work from lists of approved Latvian providers, and that is how they were designed. The personal income tax rules are built differently. Eligible education expenses expressly include institutions in any EU or EEA member state, not only state-accredited Latvian ones, which makes the annual declaration the one place where a course delivered from Germany is not excluded by geography.
25.5% back on eligible education spending, within a EUR 600 a year cap that education shares with healthcare. At the cap that is about EUR 153 in a year, claimed through the annual income declaration rather than applied for in advance.
Unused amounts carry forward for up to three years, so a single large tuition payment is not written off against one year's cap. Over three declarations the same spend can be worth roughly EUR 450 rather than EUR 153, which is the part most summaries leave out.
The EU and EEA rule is the important part, not the amount. Eligible expenses cover institutions in any EU or EEA member state, expressly excluding non-EU and non-EEA ones. Germany is in the EU. That is why this page exists and the voucher pages do not.

Can I claim it for a family member's course?
The rules allow eligible education expenses paid for yourself or for family members, subject to the same cap and the same conditions. The category question applies equally, so settle that first.
Is study leave paid?
Only if your employment contract or a collective agreement says so, and in the private sector it often is not. The entitlement to the leave for state examinations and thesis preparation is mandatory on request; the pay is not. A proposal to make paid study leave mandatory has been discussed but check its current status rather than assuming it passed.
What if my employer would rather just pay for the course?
Then take that. A company deducts staff training as an ordinary business expense with no cap and no category question, and it is the largest lever available in Latvia. The tax deduction and the study leave are what is left when the employer route is closed.
